My AIS Receiver in Ireland has no RF transmit, it sends the data over the
internet.

I believe this type of surveying of marine VHF signals from space is
already in place.   For example marinetraffic.com  uses feeds from a fleet
of satellites to map positions reported by the AIS VHF signals over the
entire globe.    They should be able to tell if an AIS signal is coming
roughly from the area of the reported position, or likely spoofed from a
stationary location (e.g. just 20 miles or so off shore).
