Unless I have misunderstood something, China is in zone 24, but a small part of China is also in Zone 23.   I have heard several UA0Y hams (and several DXpeditions) on from zone 23, the most active of whom has been UA0YAY.  I am not aware of any part of India being in Zone 23.

According to the CTY.DAT file, which is as close to a universal arbiter
as you'll get, probably, none of India is in CQ Zone 23, and China is
all zone 23.  The situation with ITU zones is more complicated.
