The issue with 5BDXCC really doesn’t have to do with WARC bands. It has to
do with the challenge factor.

Getting DXCC on 80 meters is considerably more difficult than getting it on
other bands, with 10 being a close second. Even W1AW only got 5BDXCC quite
recently, and 80 was the last band.
