 That's funny.  I thought the ARRL 10 meter contest, which does include mults 
for working the various states of Mexico, was still an ARRL contest.
...the background?  It's quite simple.  Once upon a time, the ARRL included 
both the US and Canada.  So many contests, such as the ARRL DX contests, were 
ARRL-covered areas working everyone else in the world (and vice versa).
The ARRL Canadian Division eventually became the independent CRRL, which 
eventually merged into today's RAC.  But the contests were never changed to 
reflect that "ARRL" was no longer "US & Canada" but just "US".  (Should they 
have been?  IMHO, no.  Not that my opinion matters on anything.)
