I'm not a SSB op, but got on to work a few stations in the contest. I heard a number of DX stns CQing below 21200 and USA stations were calling them. >From what I can find online, the US phone band starts at 21.200. Is this correct? If so, does the log checking software disallow the QSOs that took place out of band? If so, for one or both sides of the QSO?
