clarify US possession prefix confusion.
Thanks, John, for bringing it to our attention. FCC Part 97 does not require
licensees to sign portable anywhere in the United States or US possessions.
However, authorized prefixes of US call areas and possessions are optionally
permitted as portable location designators and may be encountered on the air.

(c), (e), (f), and (g))
