TO9IS and QSL label

Just checked file wpx.lab and have found NO label for TO9IS (got him
on couple bands). Before WPX somebody sent the msg in DX-cluster
that FY=TO9. I did the same. Also new prefix is in CTY.DAT.
Does anybody has the same problem?
In my wpx.lab file for the WPX Phone contest I also didn't find 
TO5GI labels, don't know why.
