[ct-user] FIX_MINE.EXE

For some time now I've been unable to make FIX_MINE.EXE work with
several minor revisions of CT version 9 (ie, 9.13, 9.27, 9. . . .). It
just plain doesn't work. It's not rocket science, so is it just me or
are others experiencing this also?
