[ct-user] Time offset problem

I, too have experienced the time offset problem when imoporting CT files
into DX Base.  When it happened last year it was allegedly due to
creating the file in 9.27 which had a different format.  I recently
moved in data from ARRL CW 1998 which was created in 9.35b and the same
7 hour shift occurred.  Any comments you may have would be greatly
appreciated as it is quite a chore to fix all the log entries.
