The frequencies in FD have been screwed up in CT for a long time.  Run
B2R9 and look at them - they're off by one band in one direction or
another.

Download the CT to ADIF conversion from the CT web page and import the
ADIF file into DXbase (I assume DXbase knows how to import ADIF).
That will solve the problem.
