[ct-user] F1 and the RPT function problem

We saw that too at 6Y2A on the computers that were using the PTT line
hooked up.  On an older cable with only used the keying line, no
problem.  Looks like PTT is staying low when in repeat mode.

BTW, we had 9 computers in -loop mode with no problems.  It is nice to
be able to have the multiplier hunting station put spots in the band map
of everybody.  However, the alt-F5 and alt-F4 functions are flaky.
