CQ has stated that UA9S and UA9W oblasts are in zone 16. However, it is
common for Russian operators in these oblasts to send zone 17.
I also noticed some UA9M oblast stations not sending zone 18...

I noticed two that sent zone 17 where CT 946b/Cty file said z16, (as does an
older cty file with ct 9.39 this am)
