I just downloaded CT 947 and started a new .bin file. Without entering a callsign in and you hit ALT F in the first line it reads: 00:00 01-JAN-1970 After you enter the first callsign it seems to correct itself to the current time and date. I also tried opening an older log prior to 2000. The clock is stuck to whenever time the last contact was entered.
