[ct-user] CTWin rotor fix

I had a problem with CTWin version 9.91.002 when trying to control my Yaesu 
rotor via Ctrl F10.
Ken has fixed my problem with a new version of CTWin and I imagine it will 
shortly be available  on the CT Software page.  It works for me as an 
upgrade to my CTWin version 9.87 as well as a totally new CTWin 9.91 
installation.    W7UPF
