Hello, comunication betwen PC and TNC it is possible to be at 9600,  you 
must check what is the speed from com port to your TNC3...
EU packet radio networks works with speeds up to 1MBps...
CT supports speed from PC to the TNC up to 57600, if your tnc communication 
speed is 115k try with jumpers some other lower speed!
