[ct-user] -reset command line option

-reset will not help this problem. It resets the windows within the
CT screen space. 

The window locations are stored in the *.bin file. Users the get RF
into the mouse or computers sometimes caused the windows to go off
screen. This command was added back in the DOS days. 

The symptoms of a window off screen are that you can't find a window
or entering the command to open the window doesn't work. Then it's
time to start CT with the -reset command.
