[ct-user] CQP.DAT and SPRINT.DAT updated

I have updated SPRINT.DAT and CQP.DAT on the K1EA CT web site:

    http://www.k1ea.com/dat/

This fixes the missing NS abbreviation in NA Sprint, and has the new 4-letter
county abbreviations for the California QSO Party.
