Here's my workaround: What I did is to modify the ARRL.CTY file to make Mexico part of Canada....therefore the code in CT will treat it as Canada. Then I modified the AR10.dat file to include all of the Mexican states as multipliers. I set it up so that they would appear in the Ctrl-Z window under the states. This hack seems to work fine with the new rules.
