The problem is specific to NEQP as far as I know. Each contest has
its own list of valid bands. The original NEQP included 160m (which
I'm pretty sure CT must have supported), but that band was removed in
some future running on the contest. It wasn't until 10.04 that CT
"caught up" to the rule change.
