Sure.  There's a free one called C2A
It's a CT utility.  It should be under the utilities tab on the K1EA CT website.
Let me know if you can't find it and I'll send you the ZIP file.

If you are able to convert BIN to RES, then you can try BV7 software's
Import/export tool
