I solved this problem by buying a kitset variable voltage regulator
(approx
$US10).
This allows me to run 12-20v up the ethernet and then regulate it to
whatever voltage is required on the pole.
I'm using it successfully for an ethernet converter which was failing
due to
voltage drop over a long ethernet run.
