[Karlnet] graphing IP Freeze

There was a post regarding the ability to graph the IP Freeze, while 
using the v4.46 code, we still see the IP freeze issue, (although much 
less) and since it happens much less its more difficult to track, so I 
don't know which CPE is causing the issue, but if I could graph the 
retrans going up at 100 per second or whatever it would be helpfull
