[na-user] Updating sections.mlt

Bill,

You must have a very old version of SECTIONS.MLT.  I used the latest one
this weekend and it had NNY, NL and the revised abbreviation for Quebec
(QC).

I'm no Notepad expert but I think that Notepad has its own format which is
the default unless you specifically save it in ASCII format.  What is the
extention of the new SECTIONS file that Notepad created the icon for?  I'll
bet its not .MLT.
