Garie, I don't know what you're doing, but I just checked 10.36 and with ARRL DX (from W/VE) selected as the contest type, if you try to log a W/VE call it will not let you log it (which is EXACTLY what the rules say). If you try to log a non-W/VE call it works just fine.
