Sigh...it seems like every year this question comes up. IARU was the very first contest the program that eventually become NA was used in. Since that contest in 1988, it has allowed four characters for the received information. To the best of my knowledge, this has been judged acceptable by the IARU contest committee, and nobody has ever lost any QSOs because of it.
