[na-user] 90 zones on NA & CT?

I've noticed in both CT and NA there are 90 zones listed as mults. It looks
like 75 on the map I have. I'd just go with the 75, but JD/m is mapped to
zone 90. Not that I expect to work JD/m in WRTC, but what is going on here?
