This will require more than just a new .CRT file. Since there is no
scoring rule in NA for "4 for CW, 2 for SSB" it would take a new version of
NA to support this change.
I would suggest that a quicker solution is to use the "2 for CW, 1 for SSB"
rule and change the power multipliers to all be times two.
