[NA-User] DC new Multiplier in FQP 2007

For Florida stations, The District of Columbia (DC) will be a new 
multiplier beginning in FQP 2007.

You will need to update your FLQSO.MLT file with a text editor (WordPad, 
Crimson Editor, etc.) by adding the following line between the lines for 
New York and Delaware:

District of Columbia:    DC:    3:
