That 54 frequency thing was strange, too. FEMA uses Automatic Link Establishment Radios, and do have some fixed nets, but they also can use whatever freq. the propagation is supporting. There are FEMA, and some federal agencies use HF but that is less widely known than FEMA nets with states and local cities. 73 Stuart K5KVH Everyone go to White House web site and protest based on Homeland Security comms threat BPL presents.
