Nothing. It's just as well-behaved as intentionally driving
50MPH in the passing lane side by side with someone in the
cruse lane. Everyone is mostly obeying the law if the speed
limit is 55.

Of course the person doing it looks like a horse's ass to
everyone else around him except perhaps a few other unique
individuals who are exercising their rights.
