This SHOULD work in LA County...MAY work in MD, where st. pox 
use low band amongst others.  

w1rfi:  You think we can find something like this?  How's the APCO
relationship?  Are they willing to work with us?

How about if you just monitor a busy highway patrol channel on low band
VHF with a police scanner, and observe that you lose the signal when
driving into a BPL area.  Also easy for a reporter to reproduce.
