Here is an idea then.
Since the noise comes from a well defined direction,
you could use one of the antenna noise cancelling devices
like MFJ and others sell.
Careful adjustment would pretty much reduce the signal to a level
you could just ignore. Since it is a stable situation, you
probably would not have to spend a lot of time adjusting, unless
a band change might make some tweaking necessary.

Thanks for all of the suggestions. An electric blanket seems the most
likely source. I live in a suburb. I don't think there is an
electric fence anywhere near me. None of my neighbors have babies or
toddlers so a baby monitor seems unlikely as well.
Unfortunately, the neighbor I suspect has the problematic device is
also the same neighbor that called Code Enforcement to complain about
my new tower before the antennas were even mounted. I don't think
they will be very receptive to my attempts to eliminate interference.
Luckily, my neighbor's house is in a direction that I only beam when
working VK/ZL or AF/EU longpath. I can't hear the noise when beaming
the usual EU, US, AF, or JA directions.
