I think there is a BIGTIME Part 15 problem here.

This detail from W8WWV has been sent to the ARRL folks for follow up
communication with the FCC.

Is there not an FCC Part 15 issue at work with the device?

Wow ... and how timely.

I believe I have a spectral 'display' of one of those; it has been
bugging me for awhile in my part of the world.

Maybe post it a little later ...

The key part was this:

"The baseband black and white video signal
is shifted up to approximately 20.5 MHz
    to 22.0 MHz."

That's right in the area of this RFI I have seen, with some
weaker signal artifacts detectable up through 26, 27, and
even 28 MHz..

Thanks to Greg, W8WWV who found this RFI source and detailed his experience.
