I guess my note could be interpreted either way. What I meant (and what I had read) was that these could be jamming signals, coming from Cuba. Someone said the new signals he heard on 40m sounded just like a known jamming station operating in Cuba. "Jamming signals" from Cuba not Jamming "signals from Cuba" Someone else replied to me that they are actually military digital communications, with a weird shift, which decodes to French language messages.
