Does the rise in noise level start to increase as the lights go off? Around here they turn off slowly, perhaps done by a local pole-mounted UV or other light-sensitive switch. If so, perhaps there is a faulty switch not to far from you which is radiating, not shielded, or shield not grounded properly? "Mercury vapor street lights are off when the noise level starts to climb in the late morning."
