Third-party firmware (e.g, DD_WRT, OpenWRT, Tomato, etc.) can turn a
Wireless Access Point (or a Wireless Router) device into a combination
Wireless Access Point/Range Extender (repeater).
With one of these kind of devices on each floor, a wireless connection
made to a WAP on the 2nd floor can be relayed to the WAP on the 1st
floor, and from there via either ethernet or wireless to the router in
the basement at the expense of a few hundred microsecs latency in the
wireless relays.
You can optimize the position of the two extenders to and in extreme
cases even use directional antennas to push a point-to-point link
through pretty much any reasonable sort of obstruction like a floor or a
wall.
This is the configuration that I use in my 1950's vintage house.
