I was looking for some of this information several years ago and found a
Purchasing Agents guide in pdf format about CFL's and how to buy
intelligently. There was a lot of good info in the guide including life
for various cycles and including inverted operations. Unfortunately, I
can no longer locate this pdf. :(

BTW, operating a bulb inverted shortens life considerably according to
the testing. I keep CFL's in closets inverted with short "On" Cycles and
have not suffered a failure (yet). RFI has not been an issue in my home
