I don't think that is a ground lead, it should be a neutral. The ground lead
is between the house meter and ground rod. There is also a rod at the
transformer and a ground between them, but not from transformer to meter.
Two hot conductors and a neutral.
If the ground jumper has excessive current then there is a neutral problem.
