Call the FCC once you're certain which house is the source and if you cannot 
get any cooperation from the owner.  Don't forget to see who really owns the 
house and if it's a landlord, call them for help!  

The FCC is sending out a lot of letters to homeowners when this happens:

Not sure if they ever have followed up when it doesn't work, but at least they 
are sending out letters.

I also think calling the power company is a bad idea unless you think there's a 
good chance it is from power lines feeding a home and not coming from the house 
wiring.  If you call them too often when it's not there stuff, you will have 
trouble getting a response when it finally is there equipment in the future.

This is why you should cut the BS and direct it to those whose job it is to
handle such things, the FCC and PUC.  Use the FCCs online noise complaint
forms.  Fill out a form EACH AND EVERY TIME YOU TURN ON YOUR RADIO AND HEAR
NOISE.  It is an automated system, after so many reports, it trips a red 
flag and the FCC goes out to investigate, one report means nothing.

Let the offenders fight the FCCs automated system and prove their
innocence in the process.
