The problem was you entered publish/htm and not publish.htm

When a url ends in a slash, that indicates the last token is a directory
and a file index.htm (or variant) is looked for to show the fiels.

When there is no final slash, that indicates the last token is a filename.

I had the same problem as you until I performed the action that I wrote a few 
minutes ago. Why it works that way and not by typing in the url is beyond me.
