In Boulder, CO I have tracked down 5 growers in a residential neighborhood. Most of them were in rental houses, and growing for "personal" use. Some were CU students and some had medical marijuana permits.

You could call the Sheriff's department and give them your info. They might just be growing tomato plants for spring planting but doubtful. The SO might already have some leads.

Regardless these noise makers need to go away.

We determined almost immediately that "my" MAIN noise is NOT power-line
related, although there definitely are two much weaker sources of power-line
