I think the people have already spoken on the way this was written with the complete lack of support it has received.

The goal is to get things in front of people in the government.  Will
the FCC suddenly see the light and start tracking down RFI sources, not
a chance.  Will things be slightly better if the government is aware
that RFI is becoming a major issue for Emergency Communicators, maybe!
One way guarantees no action, one way might get some help...  I choose
the way that may help, not the guaranteed failure that RFI location is
now.  The FCC does a good job once notified, and once it has a target,
it is getting the enforcement target that is broken.
