That's "STANAG" on 4286 KHz. I have it S9 in DM09. Don't know who's using
that frequency right now, I'll ask around. If you switch to USB, you can
hear the interleaving in the signal. It's been the default digital mode for
military and NATO groups for many years. Many Hams have been playing with
it for about a decade, so you'll hear it in the Ham bands as well.
