That should be a clue -- there's usually a reason why things are cheap. 
The TH-F6A is a very nice VHF/UHF talkie.
If all you want is a noise sniffer, look at the Tecsun PL380. About $45 
from amazon, and it's a very nice portable AM/FM RX.
