Well I visited the neighbor yesterday. The above link is very similar ,
if not exactly, to what he has. He said they were Cree brand panels and
that he thought they were 8 watts. I can only find 6 and 9 watt versions
so he may be mistaken. He said he ordered them online but was unsure
from where. He is an industrial electrician and I am guessing he ordered
them through work. I hope he can find out from where when he goes to
work on Monday.
He was a hard read. I couldn't tell if he gave a damn or not. I did
take the VX6R over there and we were able to get the RFI to come and go
while switching the lights on and off. He did come to my shack and was
amazed at how loud the RFI was.
Anyone have any experience with these type of lights?

switching power supply running the lights and that the power is cut to
the supply when they are not on since the noise is gone when they are
off. Is it possible to try and suppress the noise on the leads coming
out of the power supply? Does he need to contact the manufacturer to
replace the supply? Unfortunately they are mounted into the soffit
like a can type light you would have inside your house and I hope the
power supply is accessible.
