When it comes to a lost neutral...YES !

Many years ago, a ham friend was experiencing all manner of weird electrical 
problems.  The underground feed to his house lost its neutral connection, due 
to backfill settling over the years.  The power drop’s neutral had pulled loose 
from the meter box on the side of the house.  The other two conductors were 
close to pulling loose, also.

As others have mentioned, you should have a licensed electrician do a thorough 
inspection.
