On my system the 'optimizers' are built into micro inverters on the back of
each panel.  I hunted for noise on all hf bands and could only find a little
bit on 10m when aimed straight at the panels, a couple ferrites clamped on
each inverter dropped that below the noise floor.  So they can be made
quiet.

I am waiting for a large solar panel array to be put up next to a
fire/police station and have those RFI issues present...it won't be long
before they are "dismantled".  How come some solar panels can be used w/o
optimizers?  Are they more expensive ?

 

These optimizers can be "calmed" down by using proper RFI engineering
techniques but to save a few $$$, the companies building them just don't do
this............and probably "made in CHINA", where else, eh?
