A possibly more likely scenario might be the ARRL
negotiating a steeply-discounted package price for
OO's with HRO, Gigaparts, or some other Ham dealer.
Perhaps a coalition of private & public entities,
with an enlightened self-interest in identifying
and lowering RFI, might donate to a subsidy fund
e.g. a public sector or military communications
company?

I wish as part of the OO revitalization program the ARRL would outfit
all willing OOs with a standardized but cheap SDR radio, a simple
standardized antenna and feedline, and a Raspberry Pi, with some
software that collects RFI data and then sends it home via the OOs
Internet connection to ARRL HQ. Imagine a global live map of RFI...
