Looks disturbing doesn't it. But the terms of the grant stipulate that they must cease operating if they interfere with any other 160 m. operation. If they do all their testing in the middle of the day when there's no skywave, and they're out in the boondocks in Texas, it might be okay, but hams need to be observant. The problem is, is this the start of the use of 160 as an experimental band for other development?
