Three cases in 200?  That's 0.015 % of cases.  I'd put that as
irresponsive.

I've been a licensed amateur radio operator for going on 61 years.  I have
a relatively good RF lab.  I know how to use the equipment.  I have not
much good to say about FCC these days as compared to 50 years ago.  They
used to listen.  Now, they just want to make money.  They are no longer
worthy of their originally conceived purpose.
